how payouts work in this tier

  1. 2% operator fee comes off the top of any block this tier finds.
  2. Finder bonus — whoever's device found the block keeps 5% of the block reward, capped at $20,000.
  3. The remainder splits among every contributing device proportional to shares submitted.
